right now a contentious meeting is underway at oakland city hall and a man at the center of the debate, a high profile law man the city wants to hire to help fight crime. i'm carolyn johnson. >> i'm dan ashley. cop in los angeles and new now they are deciding whether they should hire him as a police consultant. alan wang is now live. he is certainly continue controversial.

>> yes, the council addressing this an hour ago. but they had 150 speakers and they are prepared to go until 2:00 a.m. the council will be voting on whether or not to hire an over all -- an over all police consulting team that includes william bratten. about 20 police officers were called in to deal with a large group of people who do not want the city to hire high-profile police consultant. his zero tolerance police strategies have been controversial in other cities where he has worked. they say it gives officers too much discretion and leads to racial profiling and harassment. one man said his recent experience is typical. >> a police officer told me why am i sitting on my neighbor's stairs? i said because this is my neighbor's stairs. >> they left leaving a contingent of 10 local pastors to appeal to the hiring of bratton. >> i support the chief.

>> he brought crime down in l.a. and he helped to get minority people, woulding and the complaint levels wept down in the city and it was the change for the good and for the better. >> keep in mind william bratten is part of a crime-fighting consulting team that includes a strategy of community collaboration and a goal to reduce crime by 10%. the council will be voting to hire that primary consulting team that includes brat 10 and can also leave him out. whoa are keeping our eye on it. reporting live at city hall in oakland, alan wang, abc7 news. >> and again that debate can go until 2:00 a.m. five men are now in custody after the shooting of an under cover officer. two are suspected it gang members. officers recovered several guns as well. the veteran plain clothed officer continues to recover after being shot in the arm. it happened while the officer was working on a stakeout.

the stakeout was part of the investigation into the shooting on sunday that left a man fighting for his life. we have new tee tails about a man suspected it of a laser attack on our sky 7hd helicopter while we were covering the shooting last night. police have arrested this man, 40-year-old gregory riley. they say he aimed the laser at our chopper in east oak ped la. in east oakland. even the low power lasers can blind pilots. he faces a fine up to $11,000 and five years in prison. he is being held on $10,000 bail of the he is scheduled to appear in court tomorrow. and we are following breaking news right now. the highway patrol is in pursuit of an suv. just moments ago officers followed a black suv across the bay bridge from oakland into san francisco. right now the chase is winding its way through the city. it has hit market street, south of market. this chase has been going the wrong way. the chp has not said what started all of this. we will of course continue to

detectives believe the 50-year-old may have been caught at the station. a teenage girl survived being shot. police arrested one person so far. police believe a drive by shooting left four boys wounded and might have been triggered by the shoes one of them is wearing. they told investigators that a passenger in the car asked about the nike cortez sneakers before last night's shooting. our media partner, the contra costa times said the person said something about the shoes being popular with gang members. police don't think the victims have any gang ties. the four victims range in age from 13 to 16 years old. we are hearing from a young man being called a hero. 23-year-old trevor kasimov ran out his backdoor to save five people from this apartment fire. he describes catching two children and their mother from a second story window. >> he drops a boy first and then a girl maybe two years

apart. as soon as i look up she is already climbing out the window to jump herself. >> after helping the mom and her kids, trevor helped two other residents climb to safety. he grabbed a ladder to do that. the fire caused a million dollars in damage, but no one was seriously hurt in large measure because of what trevor did. they are trying to determine the cause. meantime cal fire will look at a massive is -- a massive fire and it spread from a controlled burn near a vineyard. new video shows the flames winding up the mountain side. the fire spread to about 300 acres before firefighters started to get the upper hand on it this evening. firefighters will continue their work throughout the night and again they hope to have it contained tomorrow morning. >> if you ever heard the sound of a leaf blower, you may understand why they are considering a ban on the machines. it is not just noise pollution that the city is concerned about. thomas roman has this story.

that's the noise that is driving many san mateo city residents to support a ban on leaf blowers. >> it is a waste of energy and gasoline and the smell of the engine really is what bothers me. >> favoring a ban? >> i would. >> definitely not. if they had a solution for leafs, but no, not a ban. >> this device has convinced the city council to experience for themselves the noise the leaf blowers make and the problems they cause. they reviewed how loud they get and their effectiveness in a demonstration at a local park. >> i am leaning toward a full blain on leaf blowers. >> he says the issue began as one of noise and then questions arose regarding the health affects on workers as well as anyone within range of the blowers. that's what botherses this council -- bothers the councilmember. >> breathing in. what is being blown in whether it is fungus or bacteria.

superbowl new orleans. it is a trip that will cost you thousands of dollars anyway you do it. abc7 news reporter john alston is live with the story. john? >> city hall is decked out in team colors. they had fewer than 13,000 super bowl tickets. and after a lottery an undisclosed number went to season ticket holders. with the nfc championship game out of the way, the upcoming super bowl has become a tale of two talmadges. joe senior, a season ticket holder for 37 years lucked out today and got the e-mail he was hoping for, a chance to buy two super bowl tickets at face value, $950 a pop. >> but the flights arrangements have been made. the whole thing probably per person will cost about $5,000. >> his son, joe junior, did not get picked by the 49ers in the lottery. >> they do their best. i think the more. but just my having the opportunity to go, the team going to the super bowl, if

time. we are going to be seeing more winter-like weather than we have seen in days past. here is a look right now, and don't be panicked. none is reaching the ground. we have a lot of clouds here and some moisture getting picked up. the air is so dry that it is vab operating before -- it is evaporating before it hits the ground. the rain is not here yet. in case you are wondering how many rainy days we have had so far, san francisco .38 so far in january. we average about 4.5 inches. if you look at the days we have had four days of rain. we could use the moisture and it is coming as early as tomorrow. cloudy tonight. milder morning. rain arrives tomorrow and we are looking at showers for your thursday. here is a look at the satellite and radar. we do have a stream of subtropical moisture. now the computer models are starting to bump up the amount of rain we will receive over the next couple days. so let's start out first with this system that is going to produce it. it will develop tomorrow as this system approaches.

now i want to show you a computer animation. many are heading out the door for the morning commute. and as many of you continue to head out and take your kids to school it should be just fine. by noontime the rainfall pretty much widespread across the entire area, light to moderate for the most part. 5:00 p.m. and we will see sloppy conditions for the evening commute. it will take awhile before this moisture gets going. but right now it looks like earlier timing of this system meaning early afternoon. 5:00 a.m. thursday, you are still going to need the umbrellas and 9:00 a.m. some of the showers are lifting to the north and then pretty much winding down by late afternoon-evening by thursday. here is a look at the rainfall projections. you are looking at a quarter to three quarters of an inch in most areas. this is through thursday at 7:00 p.m. not a major storm, but enough to dampen the ground and for you to need the umbrellas. the cloud cover overhead will hold the temperatures up. as a matter of fact the
